With reference to my letter of the 27th ultimo, I am directed by the Marquess of Lansdowne to transmit to you, to be laid before Mr. Secretary Chamberlain, a copy of a Despatch from His Majesty's Ambassador at Washington relative to the proposed conclusion of a Parcel Post Convention between the United States and the British Colony of Hong Kong.
It will be seen that the United States Postmaster General is prepared to conclude a Convention similar to the one in force between the United States and the Windward Islands, with certain modifications; and I am to enquire whether Mr. Chamberlain would desire that Sir M. Herbert should be authorized to sign such a Convention, substituting the Colony of Hong Kong for the Windward Islands.
I am to request that the original enclosure in
